Rep. Andrew Engell, R-Colville, gives a floor speech on his bill to waive or reduce fees for defective license plates that fail within the first five years of issuance. House Bill 2114 was an idea brought to him by a constituent. He says that sometimes the best bills are brought forward by concerned citizens who see a need or a problem and then work with their local legislator to fix it.
